Each local authority must have its own independent mediation service in accordance with The Children and Families Act 2014 and the SEN Code of Practice 2015.
Global Mediation is the independent provider of SEND mediation services for Hackney Council.
What we do...
Global Mediation offers three services free of charge to parent-carers and children and young people with SEND:
- mediation advice
- mediation services
- disagreement resolution services
Mediation aims to help resolve disagreements for children and young people that are being assessed for, or have, an Education Health and Care Plan (EHCP).
What is Mediation?
Mediation provides a safe, neutral, confidential environment that enables a discussion where everyone can be heard and understood.
The discussion is guided by an experienced, trained, neutral mediator who helps the participants to explore issues and options for resolution.

If you want to register an appeal for a SEND Tribunal because you are not happy with the outcome or something in the process of an EHC Needs Assessment you usually need to receive mediation advice first.
When you contact us for your mediation certificate we will explain how the services we offer can help and then you can decide whether to proceed to an appeal with the SEND Tribunal service or first try to resolve the disagreement by attending a mediation.
Engaging in mediation does not affect your rights to appeal.
There are some exceptions to this such as the naming of a school or education provider in Section I of an EHC Plan.
What is the Disagreement Resolution Service?
The disagreement resolution service is for parents of all children and young people with SEND, not just those who are being assessed for or who have an Education Health and Care Plan.
The service helps resolves disagreements about anything to do with SEND provision. It also helps to resolve health and social care disagreements during the EHC needs assessment and EHC plan processes.
